The MIL-STD Documentation Landscape

Military standards (MIL-STDs) are the rulebooks that govern how defense documentation is written, formatted, and delivered. Buyers are often unsure which standard applies, partly because different standards control different things: some govern content and structure, others govern style and format, and others define the data architecture for electronic delivery. The standard that applies usually depends on the contracting service branch and the platform type. The plain-language explanations below describe these standards as general industry knowledge so you can map them to your program.

MIL-STD-40051 (Army Technical Manual Content and Structure)

MIL-STD-40051 is the U.S. Army standard for preparing technical manuals. It defines the work-package architecture (discrete, self-contained units of operating or maintenance information) and the content rules for those work packages. It is commonly seen in two variants: a page-based variant (often referenced as the -2 series) and an interactive variant (the -1 series) intended for electronic delivery. Army TMs authored to MIL-STD-40051 are typically tagged in XML against government DTDs and stylesheets.

MIL-STD-38784 (General Style and Format)

MIL-STD-38784 is the general style and format standard for technical manuals. Where MIL-STD-40051 governs what goes into a work package, MIL-STD-38784 establishes the house-style baseline: page layout, type conventions, warnings and cautions, change pages, and the requirements for electronic and PDF delivery. The two standards are complementary, and many programs cite 38784 alongside their content standard.

MIL-STD-3048C and S1000D (Air Force and Aerospace Data Modules)

MIL-STD-3048 (current revision C) implements S1000D business rules for U.S. Air Force technical content, and it references MIL-STD-38784 for style. S1000D itself is an international specification, maintained jointly by ASD (Europe), AIA (U.S.), and the ATA, that organizes content into reusable data modules stored in a Common Source Database (CSDB) and governed by a Business Rules Exchange (BREX). It originated for military aircraft and is now used across air, land, and sea domains, including via interactive electronic technical publications (IETPs). The exact revision a program cites (for example whether revision C applies) should always be verified against the ASSIST/quicksearch.dla.mil source for the contract in question.

ATA iSpec 2200 (Commercial and Military Aerospace)

ATA iSpec 2200 is the air-transport industry specification for aircraft maintenance and flight-operations content. It standardizes the chapter/section/subject (ATA chapter) numbering that organizes aircraft documentation and is widely used on both commercial and military aviation programs. AEC produces ATA iSpec 2200 data as part of its aerospace documentation work, and many programs blend ATA chapter structure with S1000D data modules.

Mapping Standards to the Service Branch

A useful first orientation is to map the governing standard to the contracting branch and platform. As a general guide:

  • U.S. Army technical manuals are typically authored to MIL-STD-40051, with style per MIL-STD-38784.
  • U.S. Navy technical manuals commonly cite Navy-specific standards (for example MIL-STD-3001 for NAVAIR aircraft technical manuals), with style per MIL-STD-38784.
  • U.S. Air Force content is frequently authored to MIL-STD-3048C / S1000D business rules.
  • Aerospace platforms across branches often use S1000D data modules and/or ATA iSpec 2200 structure.

Your CDRL and the cited DIDs are the authoritative source for which standard and revision apply. AEC reviews those requirements at the start of a program so the architecture is right before authoring begins.

How Defense Documentation Contracts Work (CDRL, DID, SOW)

Defense documentation is delivered against a defined contract mechanism, and understanding it helps a program plan realistically:

  • SOW (Statement of Work) describes the work to be performed, including documentation.
  • CDRL (Contract Data Requirements List), recorded on DD Form 1423, lists each data deliverable the contract requires.
  • DID (Data Item Description) defines the content and format of each listed deliverable, often by pointing to the governing MIL-STD and allowing tailoring.

In practice, the CDRL and its DIDs determine which manuals and parts data you owe, in what standard, and at what milestones. AEC reviews these requirements at kickoff so the document architecture, illustration plan, and delivery format are correct from the first draft, avoiding rework later in the program.

Parts and provisioning

Parts and Provisioning Technical Documentation

Provisioning data tells the government what spare parts, tools, and support items are needed to sustain a system, and in what quantities. It is closely tied to the parts data in the technical manuals but serves the supply and acquisition side of the program.

Provisioning Technical Documentation (PTD) is the family of provisioning lists (such as the provisioning parts list and related list types) that feed cataloging and spares buys. This data traditionally originates from Logistics Support Analysis (LSA) and the LSA Record (LSAR). The LSA/LSAR lineage has moved from the legacy MIL-STD-1388 series (now cancelled) to current guidance such as GEIA-STD-0007 and the international S3000L specification. AEC produces parts lists and the illustrated parts data that align with provisioning deliverables; the specific provisioning list types, data items, and source database are defined per contract.

Related Compliance Documentation

Two standards frequently appear in defense scopes of work but are often misunderstood as manual-writing standards. They are not. Both govern engineering activities, and the documentation around them is what a technical-writing team supports.

MIL-STD-130 (Item Marking and IUID)

MIL-STD-130 governs the physical identification marking of military property, including machine-readable Data Matrix marks used for Item Unique Identification (IUID). It specifies how items are marked with information such as the CAGE code, part number, and serial number. It is not a technical-manual authoring standard. Documentation that supports compliance with MIL-STD-130 includes marking plans and the IUID registration data that records how each item is identified.

MIL-STD-810 (Environmental Test Documentation)

MIL-STD-810 is an environmental engineering and laboratory test-methods standard covering conditions such as temperature, shock, vibration, and humidity. It defines how equipment is tested, not how manuals are written, and it does not involve performing the tests on the documentation side. The documentation that surrounds MIL-STD-810 testing is the test planning and test reporting that records the methods used and the results obtained, prepared by the program's test and engineering teams.

COTS and OEM Manual Conversion

Many programs start with commercial off-the-shelf (COTS) equipment or existing original-equipment-manufacturer (OEM) manuals that were never written to a military standard. Converting that legacy content is a recurring need, and document conversion is a core AEC capability. AEC restructures existing manuals into structured S1000D data modules or DITA/XML, reworks illustrations, and normalizes parts data so the content is ready to be tailored to your program's cited standard. For intelligence, surveillance, and reconnaissance (ISR) programs, the documentation need is the same equipment-level material that any fielded system requires: operator and maintenance manuals, parts data, and sustainment documentation for sensors, ground stations, and host platforms.
